Constitution and Rules 2012
1: TITLE.
North Wirral Bowling League.
2: AFFILIATION.
The League shall be open to bona fide Bowling Clubs directly affiliated to the Wirral & District Crown Green Bowling Association.
1st Division Starred players ‘including cup tied players’, from the Bebington & District Bowling League, the Birkenhead & Wirral Crown Green Bowling League and the Wallasey Crown Green Bowling Association are not permitted Membership. Declared Starred players can not become ‘de-starred’.
Wirral & District Crown Green Bowling Association Starred players are not permitted Membership.
Obtain uniformity in the game by adopting the laws of the B.C.G.B.A.
Application for membership shall be made in writing to the General Secretary by 31st August.
Any club wishing to resign must do so in writing to the General Secretary on or before January 31st, otherwise fees for the ensuing season will become payable.
Veteran County, Senior County, Junior County and Lady County Players are not permitted Membership.
3: MANAGEMENT COMMITTEE.
The Officers of the League shall consist of Chairman, Vice Chairman and General Secretary and shall be elected annually at the Annual General Meeting.
The Committee’s decision is final.
4: GENERAL MEETING.
The Annual General Meeting shall be held during November. The Annual Report and Accounts for the past season shall be presented and the election of all Officers shall take place.
An Agenda of the business of the meeting shall be prepared by the General Secretary.
Notices of Motion, in writing, by Clubs for consideration at the AGM must be received by no later than September 30th. Which will be circulated to all Clubs. Amendments to Notice of Motion may be submitted by Clubs no later than October 31st.
Any Club failing to be represented at any meeting shall be fined £5.
5: SPECIAL GENERAL MEETING.
Any Club or the Management Committee may send a requisition to the General Secretary to call a Special General Meeting. Such requisition shall state the nature of the business to be raised. No other business will be transacted.
6: GENERAL.
The League shall consist of 2 Divisions, of no more than 14 teams.
The Annual Subscription shall be £35 payable by March 31st
Wirral & District Crown Green Bowling Association, Dress Code shall apply on Finals Days.
On Finals Days the Semi Final will be 15 up and the Final 21 up.
Prize money will be distributed to each League Winner plus Top four League Finalists and Cup Competition Finalists.
7: MATCHES
Competing teams shall consist of 5 pairs a side.
League games shall consist of home and away games, 21up.
Two points to be awarded for a win and One point for a tie.
In the event of a tie on points between two teams on completion of fixtures between teams interested in Championship, Runners-up, Relegation or the top four for Finals day the team with the highest aggregate score will be placed in the higher position
The winning team shall forward the result within 3 working days, duly signed by both captains to the General Secretary. A fine of £1 will be imposed for each failure to carry out this rule.
The visiting player shall have first throw of the jack.
8: PLAYER REGISTRATION.
Each club intending to compete shall forward to the General Secretary the names of its players, alphabetically arranged, including their B.C.G.B.A. registration number, which must reach him on or before March.31st
Additional player registration with a B.C.G.B.A. number will be accepted until July 1st.
No club will be allowed to play an unregistered player under a penalty of £3 for each offence and a reduction of all shots for such player/pairing has made the opponents to be credited with 21 shots.
A player can only play for One team.
9: CUP COMPETITION.
Cup games shall consist of one game, First out of the draw will have the option to play Home or Away.
No practice on the Green prior to the game.
Any 2nd Division team playing against a 1st Division team will receive 10 points. Including Finals and Semi Finals.
The visiting team shall set the mark of the jack
10: VOTING.
Each directly affiliated Club shall, at an Annual General Meeting or Special General Meeting, be entitled to ONE vote. No individual shall act for more than one club.
11: TROPHIES.
Trophies shall be the property of the North Wirral Bowling League.
12: ALTERATIONS TO RULES.
No alteration or addition to the rules shall be made, except at the Annual General Meeting each year. Any such alterations must be submitted to the General Secretary no later than September 30th. These shall then be circulated to the affiliated Clubs and shall be voted on at the A.G.M. Amendments to the suggested alterations will be accepted until October 31st.
